For suppliers entering energy, infrastructure and public-sector-adjacent markets, Tenders Electronic Daily can look like an immediate source of opportunity. It can be. It can also consume significant time if the company starts with open tenders before it understands the buyer, qualification requirements and route into the account.

The first use of TED should often be research rather than bidding.

Read the market behind the notice

TED allows users to examine planning notices, competition notices and result notices. Searches can be narrowed by business opportunity, Common Procurement Vocabulary code, buyer and place of performance.

Together, those records can help answer practical market-entry questions: Which authorities or utilities buy this category? How do they describe the requirement? Which suppliers have won related contracts? How often does the opportunity recur? Is the relevant activity concentrated nationally, regionally or around a small number of contracting bodies?

An award notice can be as useful as an open competition because it reveals the existing commercial landscape.

Decide whether bidding is commercially credible

A visible tender is not automatically an accessible tender. The supplier must examine the required references, certifications, financial capacity, local support, language, consortium structure, delivery obligations and timetable. The applicable EU thresholds also vary by the type of contracting authority and contract; the current thresholds cover the 2026-2027 period.

Where important qualification evidence is missing, the better first move may be partner development, subcontracting, pre-market engagement or building a reference in an adjacent buyer group.

Treat procurement as an account, not a portal

Formal procurement does not eliminate the need to understand the organisation. Technical users, operational owners, procurement teams and executive sponsors may influence the requirement at different stages. A credible market-entry program maps that context before the deadline appears.

TED is valuable when it helps the supplier understand how a market buys. It is less useful when it becomes a substitute for deciding where the supplier can genuinely compete.
