A sales leader entering or expanding in DACH will be told to hire an SDR by anyone who has one and to outsource by anyone who sells outreach. Neither answer is wrong in general. Both are wrong for specific situations, and the situation can be read off five questions.

Is demand in this segment proven?

If no, an agency is the cheaper experiment: it can be ended with a month's notice, and the evidence it produces decides whether a hire makes sense at all. If yes, and the segment will need continuous coverage for years, the hire wins on cost once ramped.

How fast do you need the first meeting?

A DACH SDR hire takes two to four months to recruit and three to six to ramp, longer if the person must also learn the market. An outsourced program with research in place produces first meetings in four to eight weeks. Where the board wants evidence this quarter, the hire cannot deliver it.

Who carries the research?

The scarce skill in DACH outreach is not sending; it is knowing which account, which role and which reason. A single hire does research and outreach alternately and does neither at full strength. A team does both in parallel. If you hire, budget for research tooling and time, or the hire becomes a dialler.

Where does the knowledge go?

An employee's learning stays with the employee, who leaves on average within two years in this role. An agency's learning should be handed over in writing: target set, decision maps, objections, message variants. Ask for that in the contract; a provider that cannot show the written record is selling activity, not knowledge.

What does the arithmetic say?

Compare total cost to first qualified meeting, not monthly fee to monthly salary. A hire carries salary, employer costs, tooling, recruiting and three to six months of ramp before the first meeting. A mandate carries a start-up fee, a monthly fee and a fee per meeting from the first weeks. The honest comparison usually favours the mandate for the first six to twelve months and the hire afterwards, which is why the sensible sequence is often both: agency first, hire once the segment is proven, handover documented.
